Would be a great crime-aid, could be better designed.
The bottom line:

Police Scanner makes accessible what was once strange and seemingly illicit. The ability to listen to police radios around the world is really quite fun, and might be the reason you don't make some major mistakes tonight. I can't help thinking that Batman should have had this app.

Police Scanner is a handy application that allows you to listen to authority radios from around the world. No longer is there a need for bulky receivers or obvious speakers... all you need now is an iPhone or iPod touch, reception or WiFi access and the stamina to wait through long droughts of silence.

Once you have chosen your location and decided upon a channel to listen in on, it is a simple process of sitting back and hearing what the authorities are talking about on that channel. There is a slight delay while the channel loads, but as long as you have a decent connection there is typically no issue loading.

The design could be brushed up, possibly streamlining the categories page or smoothing up the main listening page.

Police Scanner is a fresh way to listen to the authority channels. Whether you choose to use this application for good or evil, Police Scanner can aid your plans or pass the time.

Noticed on the screenshots that Ireland was listed as a country to listen into. In the near future almost the whole of Ireland is moving over to the new Tetra system we've already got here for the police and most ambulance/fire. Just a heads up incase any of you UK folk jump on it purely for listening to Ireland since it's kinda close. Might still give it a try though, american police you'll always be able to listen into.

Duh, Batman already has this app.
