AT&T Using Cutting-Edge Protocol For Seamless Hotspot Trade-Offs?

9to5 Mac Reports that AT&T may be implementing a shiny new cutting-edge industry standard technology in the seamless Wi-Fi hotspot handoffs announced yesterday. The official statement said those with an iPhone 3G running OS 3.0 with a qualifying data plan would now have a “seamless transition from their 3G network to any one of their 20,000 Wifi wireless hotspots” whenever one was within range.

9to5 Mac speculates that they could be achieving this by implementing the new 802.21 IEEE protocol, which uses algorithms to create a seamless handover between networks of different types.

From Wikipedia:

The standard provides information to allow handing over to and from cellular, GSM, GPRS, WiFi, Bluetooth, 802.11 and 802.16 networks through different handover mechanisms.
