MacRumors reports that Rogue Amoeba, the brains behind such applications as Fission, has released a free tool called MakeiPhoneRingtone. The Mac-only application simplifies the process of renaming audio files and moving them into iTunes as ringtones. Simply create the desired ringtone in your favorite audio editor, and drag the resulting file into MakeiPhoneRingtone. The file will then be added to the Ringtones menu in iTunes to be synced.
Rogue Amoeba does acknowledge that Apple may at any time break the ability to freely add ringtones not purchased from the iTunes Music Store. Although they will attempt to keep up with changing versions of iTunes, there is no guarantee that Apple won't completely lock out this ability.
