how do you edit the words like titles under icons and shut down phrases, I can't find the files anywhere.

All the strings for changing shut-down phrases and other system related things are in the InfoPlist.strings file located in /System/Library/CoreServices/SpringBoard.app/English.lproj/

App names are controlled by LocalizedApplicationNames.strings located in the same directory. Both of those need to be opened by Property List editor which I'm attaching (because you can't get it stand-alone).
