Wallpaper

OK, I have searched far and wide but can't find this answer.
I know it is easy to get a wallpaper on your iPhone via syncing it with iPhoto.
But that only keeps it until you add a new wallpaper.
I want to get them into the gallery where they stay even if I delete the picture in iPhoto.
You know like the add on wallpapers in installer.
I can FTP to my iPhone and see them, they are .png files, one for the wallpaper and one for the thumbnail.
How can I make my own wallpaper and upload via FTP.
I know I need to make it 320x480 but what else?

Upload any .png image to /var/mobile/Library/Wallpaper and it'll show up in that list. You may need to create the Wallpaper folder, but that's it!

OK, got that going.
Any idea what the best way to save them on your computer is?
I have Elements.
I got one down to 320x480 .png but it is very big. Bigger than the others.
What is the best way to scale it down?
