Downgrading 1.1.1 and CPU speed

Hi guys,

I heard that from f/w 1.1.2 the CPU speed is bumped up to 412 MHZ (comparing to 400MHZ at f/w 1.0.2 or 1.1.1 ).

I plan to buy another 8 GB fone and I want to downgrade it to 1.1.1.

My question is if I downgrade, will my CPU also be "underclocked" at 400MHZ as well ?

Also, is there any app out there to check the CPU speed ?
