does jailbreaking and unlocking version 1.1.1 anywhere require At&T sim card?

and is it safe to do the jailbreaking and unlocking as per the steps on hackmyiphone.com ??? pl relyyy ..

No, you do not need an AT&T card for that. I would virginize the baseband before upgrading to 1.1.1, though. After you upgrade, you can re-unlock.
